VAELYN LEGAL CODE

The Vaelyn Legal Code is a set of laws and regulations that govern the behaviors and statements of denizens and guests of the City of Vaelyn. The legal code is set and modified by the Voicari Council and the House of Peers, and is empowered by the blessing of the Exaltun. Denizens are entitled to petition the Voicari Council for changes to the legal code during sessions of court.

Right of Trial
Accused denizens are entitled to a trial by Arbiter. Following an arrest and processing, the accused will receive a trial date in the near future. An Arbiter will hear the accused’s story and the story of the law enforcers and any summoned witnesses. After receiving all relevant information, the Arbiter will issue a decision and a punishment or forgiveness will be carried out.

Denizens who receive a punishment have the right to appeal. In such a case, a different Arbiter will review the facts and either confirm the decision or pass an appeal request up to the High Arbiter. In such a case as the latter, the High Arbiter will themselves review the facts and either reject the appeal or approve it, releasing the accused from their punishment and striking the crime from their record.



Classification of Status:
A-Denizens:
Law-abiding members of the Nobility.

- Benefits from legal and social privileges as defined by their position.

B-Denizens: Law-abiding occupants who are a member of a race that is one of the Six Primal Kin.

C-Denizens: Law-abiding occupants who are a member of a race other than the Six Primal Kin, and guests of the city.

- Subject to questioning and searches upon ingress or egress through protected boundaries.

D-Denizens: Criminals serving their penance, and adherents of a religion or philosophy classified as dangerous.
- Subject to questioning and searches upon ingress or egress through protected boundaries.
- Subject to questioning and searches without cause at any time.

E-Denizens: Unlicensed magic practitioners, grims classified as dangerous, and current or former criminals convicted of a High Crime.
- Subject to questioning and searches upon ingress or egress through protected boundaries.
- Subject to questioning and searches without cause at any time.
- Mandatory check-in with assigned Valeguard watcher. Must carry E-Denizen paperwork and present it upon any interaction with a city official. Subject to receipt of the maximum sentence for criminal offenses.


Penance:
Criminals convicted of a Low or Moderate crime serve penance for a set amount of time. Once that time expires, their citizenship classification is restored to its original value. Time served begins the moment they are convicted by an Arbiter.

- Low Crime: 1 year per offense (10 years maximum).
- Moderate Crime: 5 years per offense (20 years maximum).
High Crime: Penance for these severe offenses is permanent demotion to Denizen Classification E, and the restrictions associated therewith.


Permit Issuance:
Four types of permits exist in the City of Vaelyn.
· Denizen Permits: This permit is required to be classified as an occupant. This permit is granted automatically upon acquiring a home.
· Magic Permits: This permit is required to receive exemptions to the Magic Use Regulations. Acquire one from the Sixfold Council in the Eon Circle Building.
· Brandishing Permits: This permit is required to receive exemptions to the Brandishing Regulations. Acquire one from an Officer of the Vaelguard.
· Science Permits: These permits are required to receive exemptions to the Science Regulations. Acquire one from the Hospital Director or a member of the Scholar's Society.

CRIME TIERS AND REGULATIONS

Low Crimes:
Offenses in this tier include:

· Theft
· Assault (not battery)
· Possession of Contraband
· Lying to a Noble or Government Official
· Disturbing the Peace
· Civil Trespassing
· Vandalism
· Civil Fraud
· Conspiracy to Commit a Crime
· Association with Banned Organizations
· Blaspheming the Exaltun


Moderate Crimes:
Offenses in this tier include:

· Larceny (Theft where total value exceeds 1,000 Q)
· Battery
· Manslaughter
· Attempted Murder
· Assault (not battery) of a Noble or Government Official
· Inciting a Riot
· Kidnapping
· Trespassing in a Protected Area
· Defrauding the Government
· Aiding the Escape of a Prisoner
· Escape from Custody
· Impersonation of a Noble or Government Official
· Harassment


High Crimes:
Offenses in this tier include:

· Grand Larceny (Theft of the Exalted Regalia or items from the Sanctum Reliquary)
· Battery of a Noble or Government Official
· Murder
· Treason


Magic Use Regulations:
Offenses of this regulation include:

· Use of any magic within the walls of Vaelyn
· Use of harmful or illusory spells
· Casting spells at unwilling targets
· Leading summons or familiars into a protected space
· Furnishing magical objects or enchanted weapons to individuals who do not understand how to use them
- A Magic Permit provides an exemption allowing for use of magic within Vaelyn, use of illusion, and the leading of summons/familiars into protected spaces.
‣ Use of harmful spells and casting at unwilling targets is restricted to self-defence scenarios.
‣ Furnishing objects or weapons to ignorant individuals remains illegal.


Brandishing Regulations:
Offenses of this regulation include:

· Openly carrying a weapon in public
· Wearing any armor in public
· Wearing full-face concealment in public
- A Brandishing Permit provides an exemption to this entire regulation.
Science Regulations:
Offenses of this regulation include:

· Conducting any alchemical, medical, or magical research or experiments
· Conducting experiments on animal or mortal test subjects
· Conducting dangerous or destructive experiments
- An Alkemia Permit allows a denizen to conduct basic alchemical research and experiments, including on animal test subjects.
- An Advanced Alkemia Permit allows a denizen to conduct advanced alchemical research and experiments, including on animal test subjects.
Domicile Regulations:
Offenses of this regulation include:
· Occupying a residential building without a Denizen Permit.
- Issued by the Ward Governor or a member of the Interior Ministry.
((At this time, make a /ticket for Moderation to occupy a home. Occupying a home automatically gives you a Denizen Permit))
· Modifying the walls, windows, doors, roof, or any exterior elements of any building without permission from the Ward Governor or a member of the Interior Ministry.
- A garden or a micro-farm may be kept in an attached yard or enclosure.
· Constructing a basement or an extension on an existing building without permission from the Ward Governor or a member of the Interior Ministry.
· Combining or connecting multiple adjacent buildings without permission from the Ward Governor or a member of the Interior Ministry.
